Fix Error 0xc004c003 — Windows Activation Blocked (Solved)

Error 0xc004c003 appears during Windows activation and means Microsoft's server refused the key. Four causes account for nearly every case — work through them in order.

1. Edition mismatch (most common)

A Windows 11 Pro key won't activate Windows 11 Home, and vice versa. Check Settings → System → About → "Windows Specifications". If your installed edition doesn't match your key: for Home → Pro, just enter the Pro key via Change product key and Windows upgrades in place; for Pro → Home, reinstall the correct edition. 2. Transient server error

Microsoft's activation servers occasionally reject valid keys under load. Wait ten minutes, then run Command Prompt as administrator:

slmgr /ato

3. Hardware change on an OEM license

If Windows was activated before and you've swapped the motherboard, run the Activation troubleshooter (Settings → System → Activation → Troubleshoot) and choose "I changed hardware on this device recently".

4. The key is genuinely blocked

Keys that were refunded, resold multiple times, or volume-abused get blocked by Microsoft. If you bought from a marketplace seller, request a refund.
